Keep one billing identity record for each AI service relationship, with separate entries for the payer, service surface and expense owner. Do not let one employee’s name stand in for all three. OpenAI’s separate ChatGPT and API billing systems provide a concrete reason to maintain this distinction.
Define ownership without collecting credentials
The payer funds the purchase. The service steward maintains the internal record of what the purchase concerns. The expense owner decides which budget should bear it. A continuity contact helps locate approved records when the steward is absent.
These are recommended organisational roles, not provider permission levels. One person may fill several roles, but the register should still name each responsibility separately.
For Indian teams reimbursing personal expenditure, record the reimbursement reference separately from the service relationship. This is recordkeeping advice, not a conclusion about tax treatment or reimbursement eligibility.
Use a billing identity register
Create a record containing:
- Internal relationship ID and service name.
- Service surface, such as ChatGPT or API platform.
- Purchase type and evidence reference.
- Payer’s internal staff or business reference.
- Service steward and accepting expense owner.
- Project or department benefiting from the expense.
- Next internal review date.
- Continuity contact and location of approved records.
- Unresolved questions, including who may authorise changes.
Do not include secrets, full card details, customer material or copies of private conversations. Keep supporting records in an appropriately restricted location and refer to them by identifier.
Test the register with a hypothetical departure
Imagine a Hyderabad agency where Meera pays for a research subscription and also coordinates API expenditure for project Cedar. Arun owns the research budget; Sana owns Cedar’s budget.
Create two relationships rather than one “Meera AI” entry. Label the ChatGPT relationship and API relationship separately, then assign the relevant expense owner to each. OpenAI documentation establishes that these billing systems are separate; the register structure is your own management choice.
Now assume Meera is unavailable for ten working days. Can the continuity contact identify both budget owners and locate the purchase evidence without accessing Meera’s private accounts? If not, the register has failed its continuity test.
Resolve orphaned entries before expansion
Stop new discretionary expenditure against a relationship with no accepting expense owner. The next step is a documented ownership decision, not informal password sharing.
When adding a marketplace arrangement, consult the AI tools catalog, check access format and save terms before buying. Marketplace account, code or token offers are not proof of official subscription equivalence. Record the seller’s promises separately from provider documentation.
